he MEPs involved in the negotiations on the EU’s AI rulebook circulated a working paper detailing their proposed approach to regulating the most powerful Artificial Intelligence models on Friday (24 November).

The AI Act, a landmark bill to regulate AI based on its potential to cause harm, is at the last phase of the legislative process, with the EU Commission, Parliament, and Council gathered in ‘trilogues’ to hash out the final provisions.

In this late phase of the negotiations, EU policymakers have been butting heads on the approach for foundation models, powerful types of AI like OpenAI’s GPT-4, which powers the world’s most famous chatbot, ChatGPT.
